    Indianapolis, Indiana: Dr. Wilson C. Riles (R) receives the NAACP's Spingarn Medal from John H. Johnson (L), Chicago businessman. The Medal is the highest award the NAACP gives for service to the Black community. Riles is the Superintendent of Public Education in the State of California and is known for having restored a non-political atmosphere to his Office.
