New York: Residents of Forest Hills, Queens, stage a protest demonstration last Dec. 12 at construction site of a low-income housing project to be erected in their middle-class neighborhood. Scatter site housing, such as this, that brings minorities into middle income, largely white communities, has become another emotionally-charged issue in many areas of the country.
