Abstract
The flat tax is not in the news much today, but that may change in the near future, because legislators like Rep. Dick Armey (R-Texas) and Sen. Richard Shelby (R-Ala.) are proposing a revenue-neutral 20 percent flat rate, dropping to 17 percent in the third year.
