Washington: Elizabeth Duncan Koontz (in file photo), director of the Labor Department Women's Bureau, says industries which practice sex discrimination must take 'affirmative action' to put women on the payroll at high-paying jobs. In a taped UPI 'Washington Window' interview, the top-ranking woman in Government said the Government is stepping up enforcement of the ban on sex discrimination in employment to put it on a par with action to protect racial minorities.
