Secretary of State Henry Kissinger (at microphone) annouces, "We have begun what I am confident will be a lasting friendship," during raising of American flag over U.S. Embassy building here. The ceremony signaled a full-scale renewal of diplomatic ties broken off during the 1967 Middle East War. Left to Right: Herman Eilts, who was appointed American ambassador-designate to Egypt Nov. 1973; unidentified official (holding microphone); U.S. Assistant Secretary of State Joseph Sisco; Kissinger and Egyptian Foreign Minister Ismail Fahmi. Kissinger arrived back in Israel from Egypt later Mar. 1st to pick up Israeli proposals for troop disengagement with Syria that he will take with him to Damascus.
