Richard Nixon signs legislation at the White House Dec. 23rd giving him personal command of a $1.6-billion effort to find the causes and cures of cancer, which killed an estimated 325,000 Americans this year. The bill creates a three-member panel appointed by the President to oversee research efforts by the government's National Cancer Institute, which is part of the National Institute of Health.
